I took a drug influence recognition course when I was a cop in the AF, and the CHP lady who taught it told us a story about a PCD-hopped up guy. Her and her partner happened upon the guy, tried to find out what was wrong with him, and he starts trying to attack her. She busts out her PR-24 (big ass wooden baton that hurts like a bastard) and proceeds to bash him in the groin 27 times as he advanced on her. He never even flinched, and it took a dozen or so officers to get him restrained finally. I would not be shocked to find out the skin-ripping thing is true after hearing that. If you even brushed up against my nuts with one of those things I'd curl up in the fetal position asap.

I know this doesn't have much to do with the thread, but it's hard for me to let people think things about guns that I know aren't true.
Backflips are an exaggeration! The perception that most people have of how a person reacts when shot are gathered from Hollywood rather than reality.
As far as penetration goes (huhu, I said penetration): A .45acp round has less of a chance of passing through a person than a 9mm or .40 caliber round. It has a larger face, travels slower, and with hollow points, expands in such a way as to make it very unlikely to go through a person (at least on a torso shot). This is also where they get their deserved reputation as manstoppers. The size of the round, and the fact that they stop inside the target, means they transfer all of their energy into the target, which is far more effective at neutralizing a scumbag than hotter rounds passing right through.
Also, as far as police departments and what guns they use: Most .45's have grips that are too large for some people, so most police departments who allow them, do so as an option, not mandatorily. Other departments who do not alow them, do so for many reasons. One is ammunition compatability. Say officers A+B get into a shootout. Officer B runs out of ammo, but can reload using his partners magazines. Other reasons include the public's misconceptions about the round (people think "oh they use .45's, they're just looking to kill people" - uninformed people, but an issue nonetheless), issues with officers being accurate enough with them, etc.
I can point you to a couple really interesting books/studies that explore this kind of thing in depth if you're interested.

This Fatty,crack-head blackman event was only initiated to provoke another ghetto war. So that blacks can get another chance to obtain free goods, and loot merchants of their valueables, with the illogical excuse that somehow they've become slaves again, because the police politely told them to put the crack pipe down.
This way, they don't have to work for awhile, since they've already been busted more than several times for wellfare fraud.
That trashy crack fiend Rodney is now a millionaire, because black society needed an excuse to get some action-packed freebies.
I hope there is another Riot in L.A. So I can drive my truck down there and work out my elite afroamerican-population cappin' skills. Think anyone would notice with all the fires?

I've been to a lot of parties, where speed, hallucinogens, and other drugs have been used in front of me. It all depends on the maker of the artificial drug. A person on; for example: amphetamines, and PcP have the ability to fatigue less, but the increased heart rate is enough to cause a cardiovascular problem which can eventually lead to heart failure if the body is over worked. Pcp is more of a hallucinogenic drug, but high doses of it, can render the nervous system to be harmless. I've never tried Pcp, nor will I have the guts to try it, but I have tried amphetamines once, and that shit makes you hyper, it's a dangerous caffine trip experience that was quite interesting.
I still think everyone should just smoke weed, and let the government legalize that. Then everyone would be too stoned to try any other drugs, and when the cops try to arrest you, you're too busy laughing at them, because you thought that one of the officers looked like Don Knotts, and you kept calling him Barney. :P
