The only way you could compare these two is if you compared them as all around artists... but just based on the ways they wrote... you can't.
Biggie = Lyricist...
2pac = wrote about life, his life, shit around him, shit goin on the world, so on and so on.
They both cannot be compared because they did two different ways of writing...
2pac was the best all around artist in his time. If not the best period if you TRULEY wanted to weigh it all out.
