The Russians have a fine history of just throwing waves of men to the frontline, often under trained and under equiped. The combination usually results in high death rates, but hey, why worry when you can always send more troops?
Stalin was responsible for the death of millions of his fellow countrymen and women, but not as a result of the War. He conducted "purges" in the Communist Party to get out the "bad apples" (i.e. anybody who opposed him). This was something that occured over the duration of his dictatorship, most of these people being sent to labor prisions in Siberia.
Sooo, Stalin can be said to have killed more people then Hitler, problem is the Communists had a habit of not keeping very good records like the Germans.
Of course, that is just the short of it. har! =P
