We could also occupy any country if we wanted to. Perhaps we can't occupy any country because of our standards. But if we threw the rule book out, and it did not matter to our country that we do so. We could occupy and destroy any country if we pleased. But going about it that way isn't what were about.
You may be right that we "might" not be able to occupy a country going by the rule book, but were the only country that "might" be able to do it. That's for sure.
The U.S is the worlds babysitter. We give and give, but yet we don't get any thanks for it.
