There are many ways to do that kind of shit, and I agree that mass chaos can be created quite easily. It was done on the west coast about 8 years ago and was "explained" away so it didn't get into the public eye how to do it. The potential chaos was extremely bad for 72 hrs.
Fortunately the media & public took the bait and it didn't cause panic.
Numerous terrorist organizations have been trying to get material from renaissance island, and unfortunately if they succeed, all of us (globally) are in danger. The dangers that lurk there are phenominal, and there is no real protection on it.
