Its a cheap knockoff that someone is make a profit on.
Modern "art" is just piles of shit with some spectacular meaning that makes it turn a buck. There was probably more time spent coming up with the background story than creating the painting. By saying 1 student has figured it out, he put some legitamacy to his story.
Now some collector with too much money on his hands is gonna buy it, hang it up on his wall, and it becomes an overpriced conversation peice while the professor made a small fortune. Grats him.

fear of peripheral vision?
If you look at the bottom left corner you can see something, but you dont know what it is.
When looking at the horse and kids, the horses seem to not want to look at it and are trying to avoid or not be attempted to look at it. Kind of like when someone has a giant mole on there face and you try very hard not to stare.
the drivers represent the artist whos trying not to look to his left and right. He is running away from it while the horses represent his fear and eagerness to not see whatever is on the left or right. The kids represent the normal people while the ones in black are the evil ones that give him the phobia.
sorry im shroomin right now but this is really interestin and thats my theory. Though its probably wrong because im usually never right in life. smirk
*also lookin at rainmans picture and this one, it appears the atist excluded the stuff in the middle.

I took this from another forums where it's blown out to about 15pages, so here are some more clues.
You guys have already posted 2 clues i was going to add, but here an explanation for one.
once you get analytical, it'll open up for you with time.
This is the art work on a postcard from the same country as the man who made the painting, it was mass produced and readily available at the same country he was from and had been around for anywhere from 2-5 years before he made his painting.

---------------------------------------------------------------------------------------------------------------
People who are looking at the differences between the artist' painting and the original postcard art are looking at one of the main areas concerning the mans problems. Dont just look at the power lines, look at every little difference, every color that is altered, evey angle or amount of depth that is changed.
The man who made the painting does not suffer from just one phobia / mental condition.
There are signs of not only one major phobia, but of a constant fantasy of his, as well as something that, atlhough is not a phobia, is still something that affetced him greatly with anxiety.
