I also don't have a problem with the theory of roving wiretaps but I do have concerns over the the accuracy/human element of such an idea.
They have NOT been modified. They are attempting to do that right now.

Notice one very important line in that bill towards the bottom. Retroactive immunity would be removed for telecoms. If it passes you would immediately see how illegal the wiretapping was, because there will be HUGE lawsuits. They are attempting to modify the rest of the provisions to exclude non-criminal citizens or for using those special powers in non-terrorist related criminal cases.
