In order to make the game play experience seem more fair than it is with "auto matchmaking" connecting to random servers around the US. A user found out that MW2 doesn't show an accurate representation of your ping when you play online.
Fair? Matchmaking is fair because you can't boost your levels in custom made maps. It prevents everyone from cheating their ranks. It also help prevent hacking, which is a major concern on the PC. So if you want fair, why not use the same hardware as everyone else. Oh wait...that's the console.
