Latency is completely unrelated to bandwidth, however depending on how they have their fiber backbone setup there is a potential to lower latency, simply due to the fact that you have less physical hops into whoever is running Googles provider network.
-- Some ISP's BGP peering is atrocious, so hopefully they pick good peers for their customers sake.
