The graphics in that game don't look very good, but they appear to be sucking up resources. Even the PS4 dips down to 38FPS.

So it looks to me that the Microsoft Developers had the forsight to frame limit the game so you won't see a massive amount of jitter when it constantly warps from 35-60FPS. The Xbox experience will be smoother, where as the PS4 will look sharper but be "jumpier/skippier".

Since Microsoft knows that people who buy consoles have no idea what high quality graphics look like, they made the smarter move by smoothing the experience and frame limiting.
