Thats how the government maintains control through, through force and cohersion (at the barrel of a gun.) Regulations and laws are just layered on to establish government and its entities, allowing them to maintain a monopoly on force and cohersion. And we all accept it and play along, giving it its power. Without compliance laws dont really mean anything. Take the Connecticut (i think?) residents who gave a big FU to the registration law that got passed by not registering their firearms. Too many did it and now that law effectually means nothing until government figures out a way to get back at them.
