Your theory & mentality is good Firaxis.. if Humans were Ants & worked for making ourselves better as a whole, than this would be all good.. but its not the case - human nature is to find a cleaver way to enslave the other guy or his family so that you can be lazy living off their labors..
Now.. as stated.. if you take away the money its fucking done man... the world is fucking done..

Further when you make a statement of 'the government would be accountable to its voters' - yeah that's cool & all except, first look at who is voting.. yeah exactly... Next, if you work long enough & hard enough at it you can break the system enough to where the vote really doesn't matter either (we have been heading in that direction for the last 100 years here in America). Finally, & no the government wouldn't be accountable to anyone other than THOSE WITH THE MONEY.. those corporations that fund individuals/groups in their grab for power that make all of these things possible.
Example (outside of health care to keep it in context); There is a reason why General Electric doesn't pay taxes yet makes BILLIONS.. I will let you try and figure it out
