Fly, if you truly believe you are sane enough to be able to build something like this, and sane enough to convince investors that is a worthwhile expenditure, and sane enough to consider the engineering dangers of replicating a city with buildings that height on a fluctuating surface, to say nothing of the costs for just upkeep alone on a concrete structure on the ocean, then go right ahead.
