Arnold was Hercules. Played him in a movie from the late 70's (I think). It was called something like Hercules in New York and they dubbed his voice with a British actor.
It's fucking horrid.

The original version of Hercules in New York did in fact have a British voice dub. That version was released prior to Arnold mania and his real voice was put back into the movie once he received that Conan fame. The dubbed version is one of the best worst movies of all time.

Samurai Cop is what Lethal Weapon wanted to be but didn't have the cinematic testosterone to pull it off. The only movie that comes close from the same era would be Miami Connection.
