Well first off, it's not law yet. It's pending in the legislature. It's really a political play that's come about a result of the Santa Barbara shooting (Elliot Rodger). Who knows if it will pass?
2nd, no. It works like a standard restraining order. Anyone who petitions for the order has to go before a judge and provide credible evidence that the respondent poses a threat. These things are public record and show up on background checks, which effect employment opportunities, so judges don't just issue them on a whim.
Also, it includes a provision that makes it a crime to seek a gun violence restraining order and submit knowingly false information.
