If you carry a hammer with the sole purpose of using it as a weapon, then you are in violation of Penal Code 16590 California law. Under no circumstance can you legally carry a hammer for protection, but with the right permits you can carry a gun.
Ultimately, hammers do have more restrictions placed on them then guns. If you don't believe me, then go to your local PD and ask for a concealed hammer permit.
