23103(a) A person who drives a vehicle upon a highway in willful or wanton disregard for the safety of persons or property is guilty of reckless driving.
They both broke the law. Interesting though. I actually didn't know there was a law against driving too slow. I wonder if anyone has ever actually written a ticket for that.
