"normal and reasonable movement of traffic" is only up to the speed limit correct? Meaning if the guy wanted to go over that limit and speed in the left lane, hes sorry out of luck. (Meaning the truck is perfectly legal). Right?

Right. It's not really an enforceable vehicle code. I have pulled over people for it before knowing full well I am not writing that ticket because I have better things to do than go into traffic court and argue with some dude about how driving slow in the "FAST LANE" is against the law. I personally never have and never will write that ticket.
However, I think in this instance the ticket applies perfectly. You have a semi which has a speed limit of 55 in the #2 lane. You have the auto which has a speed limit of 70 in the #1 lane. They're going the exact same speed. The auto is impeding traffic. That doesn't justify any of the Camaro's actions but I fully support the arguments that both are assholes.
